Dynamism has been one of the cogent characteristics of the Law. This character would always surface whenever there is New Area to be covered by the Law where the existing or the available Laws is yet to provide for. Hence, it posed to advance the Existing Law where there’s Insufficiency.
The effect of this Dynamism comes in the image of “New Legislation or Enactments” by the appropriate body saddled with the responsibility which is the Legislative arm of the Government.
However, there has always been frictions on the application of this new enactments. ‘Will it operate side by side with the existing Laws where they are the same?, ‘Will it nullify past transactions done based on the existing Law?’ ‘How will it be invoked the during course of litigation?
This has been wanderously expounded in FRANCIS BENNON’s Statutory Interpretation 2nd edition in the image.
