It is a well settled score that the application of Law must be Prospective in Nature as against retrospective. Thence the application of Law must always look forward to future events and transactions whilst events and transactions made in the past will remain standing with Law that was applicable in the past.
However, the above will only be applicable to substantive Laws and not Procedural Laws.
By implication, Procedural shall take effect from the day it gain adoption and enacted and affect every existing events and transactions regardless if the existing events and transactions have been instituted or commenced in the past years.
This gain Judicial blessings in the case of GUSAU V. APC as cited above and pungently Observed by per AMINA ADAMU AUGIE
